No Child Left Behind "Unconstitutional"

"A bipartisan panel of state lawmakers that studied the effectiveness of President Bush's No Child Left Behind initiative assailed it today as a flawed, convoluted and unconstitutional education reform effort that had usurped state and local control of public schools."

Afterall the misleading reasons for taxes and tax cuts such as the no child left behind,which was not properly funded ,when are we going to begin holding back our money that we pay to support these budgets that never fund what was proposed.If he doesn't have our money he can't give it away to his buddies,why don't all of us that pay taxes out of our incomes and at the end of the year with the IRS keep it ,refuse to pay it unless it is used in the proper manner for which it would have been collected.Remember there isn't enough room in the jails that were built with our money to inprison even a hundred thousand tax payers that refuse to pay their taxes.
